I think the tribe of Judah was chosen for the blessing group because Judah started badly, by proposing to his brothers to sell Joseph as a slave (Gen 37:26-27), but he repented and in the end, offered to give his life to save Benjamin (Gen 44:33)! I think the tribe of Reuben was chosen for the cursing group because Reuben committed adultery with his father’s concubine (Gen 35:22).

I think v.28-29 show God’s sovereignty towards Israel. Rom 11:28-29 As far as the gospel is concerned, they are enemies for your sake; but as far as election (which means sovereignty) is concerned, they are loved on account of the patriarchs, for God’s gifts and his call are irrevocable.
