God made covenant with Reuben, Gad and the half-tribe of Manasseh (v.8). They settled in the land of Moab (v.1), which they won when they defeated Sihon king of Heshbon and Og king of Bashan in battle (v.7).

Devotion 2 of 2: Rom 13
I think Paul wrote these instructions in his Roman epistle because the believers who received it were living in Rome, the capital of the Roman Empire. It was probably harder for them to obey governmental authority than believers living in any other place. Also, most likely the epistle would be found and read by the Roman authorities, so Paul wanted to give them a good testimony that Christianity was not rebellious, but obedient to the government.
