1) A believer could begin gathering church members with complaints around him, could sympathize with their complaints, then try to lead those members out to start a new church.
2) By the pastor being open to listen to all complaints about the church in an open, non-threatening atmosphere, and trying his/her best to resolve all complaints in a loving, fair and biblical way so that all parties involved feel satisfied.
