1) The letter means the law, so trying to keep the law will end in failure and spiritual death, but following the Holy Spirit will lead us to eternal life and a life of victory (v.17-18).

I think Solomon wrote this book toward the end of his life. Because of his position and wealth, he could do anything he wanted, and so he followed his desires with women (700 wives and 300 concubines), fun, building projects, gathering more wealth, owning servants, etc. But in the end he felt vanity and emptiness—everything was meaningless! At the end, he concludes that the best thing to do is to fear God and keep his commandments because God is going to judge everything we do (12:13-14).
