The 1st time the Northern Kingdom of Israel was destroyed by Assyria in 721 BC (2 Kings 17); the 2nd time, the Southern Kingdom of Judah was destroyed and taken captive by Babylon in 598 BC (2 Kings 25); and the 3rd time, Judah was destroyed and scattered by Rome in 70 AD.

Yes, Paul did visit Rome. He first went to Jerusalem, where he was arrested (Acts 21:33). When he appealed to Caesar, he was sent to Rome (Acts 25:10-12), so he went as a prisoner (Acts 27:1; 28:11-14).
