I think this verse shows that Moses could also enter the Holy of Holies. The High Priest could enter only once a year, but Moses could enter as often as he wanted.

God took the lives of the firstborn of Egypt in order to deliver Israel, so He said the firstborn of Israel were His. He wanted to make them priests, but Israel worshiped the golden calf at Mt. Sinai, so He abandoned that plan. The tribe of Levi didn’t worship the calf, chose to be on God’s side and executed judgment on 3,000 Israelis who did worship, so God chose Levi to be priests instead.
